论强化消防部队管理执行力

安全事故频发,引发部队管理危机,究其原因是多方面的,但是,管理中的＂三弱化＂是主因。如何提升管理中的执行力,应从四个方面入手,即强化培训式管理、走动式管理、数字化管理、问责制管理。夯实执行根基,提升执行监管,量化执行标准,重施执行奖惩,确保消防部队管理执行力的提升,是减少安全事故,确保部队高度安全稳定的根本途径。

《禁止化学武器公约》生效10周年之际,简要回顾公约生效以来防化研究院参与的履约研究、核查接待、单一小规模设施建设、指定实验室建设、日本遗弃化武处理等各个方面的履约活动,以期总结经验,展望未来。

政策的执行是一项系统性工作,其中领导者的综合素质、直达基层的领导骨干、及时高效的反馈机制、牢靠的群众基础以及周密配套的实施方案,都是政策执行的必备要素。讨论政策执行的必备要素,对于政策的执行乃至当前的改革,都具有非常重要的现实意义。     

Patents and Dual-use Technology: An Empirical Study of the World's Largest Defence Companies

Abstract

This paper examines the generation of technological knowledge by leading companies in the defence industry. In particular, we test whether the characteristics of large defence companies are related to both the production of different types of patents (civilian, military and mixed), and the generation of dual-use technologies. To explore these links, we rely on economic data for the top 100 defence companies from the Stockholm International Peace Research Institute database, and patent information from the Worldwide Patent Statistical Database. Our results show that the relationship between the production of civilian patents and the size of the company is positive and significant. However, this relationship does not hold for the production of military patents. Furthermore, the military commercial profile is unrelated to the generation of military patents. Regarding the involvement in dual-use technologies, firms engaged in dual-use are those with higher military sales, a greater number of employees and a larger number of patents (civilian, military and mixed) than those not engaged in dual-use. Furthermore, we found a skill effect (more involvement in dual-use per employee) in European firms compared to US firms. These findings help to identify which firms should be targeted by government policies if increasing dual-use technologies becomes a political objective.

将传统高校思想政治教育管理方法与食品行业中的HACCP（Hazard Analysis Critical Control Points）食品安全认证体系相结合,构建一种全新型的思想政治教育管理体系。旨在加强当今高校学生的思想管理,将传统思想教育管理方法程序化、完整化,通过实证分析制定详尽的HACCP思想管理体系的实行方法,增强实际应用性和管理性,从而有效提高学生的思想道德水平。     

One size does not fit all: personalized incentives in military compensation

A critical element in implementing a compensation scheme including nonmonetary incentives (NMIs) is recognizing that preferences vary widely across Service members. There are at least three sources of variability: across different population classes, across individuals within a population class, and across NMI packages for a particular individual. Surveys across different military communities, ranks, and years of Service show the difficulty of identifying any NMI that has significant value for even 50% of the active duty force. At the same time, approximately 80% of the surveyed Service members expressed a significant positive value for at least one NMI. Therefore, one-size-fits-all incentive packages will not be nearly as effective as more personalized incentive packages. The authors discuss variability in Service member NMI preferences and outline an approach to implementing personalized NMI packages in military compensation through a sealed-bid reverse auction, where Service members select individual NMIs from a “cafeteria-style” menu of options.     

军队院校文化管理模式初探

管理现代化是一所大学成功办学的基本标志。军队院校文化管理理论的提出是时代发展的必然要求。军队院校实施文化管理的核心内容及基本策略就是建设好、使用好自己的特色文化,为此,管理者应注意处理好有为管理与无为管理、柔性管理与刚性管理、部门主管与分工合作、硬件投入与软件提升四个方面的关系。     

略论国防专利在专利制度中的优先性

通过摘取法律法规中体现国防专利优先性的法律规范，阐明国防专利分别在国防专利申请阶段和国防专利实施阶段的优先性。对国防专利在专利制度中的优先性进行法理学分析，从国内国防建设的角度论证国防专利优先性的原因，通过研究美国和俄罗斯的国防专利制度来分析国防专利具有一定优先地位的合理性。文章对我国国防专利在专利制度的优先性提出发展建议，在国防专利申请阶段，国防专利要加大对国防专利权人的补偿力度，同时设立专门机构对普通专利进行国防专利审查。国防专利实施阶段要完善定密解密制度，发挥市场在国防专利向普通专利转换中的关键作用。     

基于专利情报分析的Cubic公司MILES激光交战系统研究

在阐述了国内对实兵交战系统需求现状的基础上,文章提出了研究MILES系统的意义,利用Cubic公司的MILES系统专利进行定量分析和定性分析,在此基础上得出结论。MILES系统是成熟的实兵交战系统,其专利价值高,技术领域分布广,模拟效果佳,可以有效帮助部队提升实际作战能力,其专利技术很有借鉴价值。此结果可以用于帮助我国的实兵交战系统技术领域的研究和发展。最后提出一些关于学习MILES系统的建议。     

案例教学在《化学事故应急救援》课程中的应用

案例教学首先要了解“案例教学法”的含义及特点,在此基础上介绍《化学事故应急救援》的课程特点,并就该课程案例教学实施过程中案例的选取、课堂案例讨论、案例总结与评价等问题进行分析,最后对案例教学实施中应注意的问题提出三点意见。
